Guiyang and Guian New Area – located in Southwest China's Guizhou province – reportedly achieved excellent results last year in promoting employment and entrepreneurship.
To attract more college and university graduates to find jobs and start up businesses in Guiyang and Guian, local government departments of the two introduced a series of support policies targeting the 275,800 graduates in 2022 in the province.
Graduates who start their own businesses can apply for a guaranteed loan of up to 200,000 yuan ($31,507). Those who apply for subsidized rental housing for talent can get a rent subsidy of up to 30 percent.
The Talent Development Special Plan for the 14th Five-Year Plan period (2021-25) for Guiyang was issued. It projected that in 2025, the total number of talents in the city would reach more than 1.6 million people, while the number of R&D personnel would top 200,000.
Scientific research personnel in universities and scientific research institutes were also encouraged to come to Guiyang and Guian for part-time innovation, as well as for on-the-job leadership, to promote the in-depth integration of production, education and research.
Focusing on key projects, the two places introduced high-level innovation and entrepreneurship teams. In 2021, more than 2,700 high-level and urgently needed professionals were brought in, as well as two academician teams and 30 innovation and entrepreneurship teams.
Relying on development zones and various industrial parks, national and provincial innovation platforms were built to attract innovative talent.
In 2021, Guiyang and Guian added two academician workstations, three post-doctoral workstations, one national key laboratory and one key engineering research center – as well as three provincial incubators, one key laboratory and one engineering technology research center.
