Guiyang deepens reform of talent plan

Over the past year, Guiyang in Southwest China's Guizhou province has continued to deepen reforms on the talent system and maximize its high-quality development.

The city has built three key research and development platforms, including the Wujiang Laboratory, RedMud Comprehensive Utilization Research Institute and Medical Devices and Biomaterials Industry Technology Innovation Center, together with 21 new technological innovation platforms above the provincial level and 13 technology business incubators.

Focusing on the action plan of "strengthening the provincial capital", Guiyang has recruited 22,000 talents in the manufacturing industry, 25,000 professionals in big data and 13,500 talents in rural areas. The city has offered 16,000 units of housing for talent and attracted more than 100,000 college graduates.

Creating an ideal place for talent

In the past year, Guiyang has strived to promote the action plan named "Building Talent and Strengthening the Provincial Capital" to boost employment and entrepreneurship among college graduates in Guizhou.

Under the plan, Guiyang has provided various job opportunities and introduced favorable policies for local graduates. The city offered 190,000 jobs and held more than 490 recruitment activities in colleges and universities. Government officials visited 315 enterprises, which led to the creation of 12,600 jobs and 115 industry-university-research cooperative projects between 206 governmental and 39 universities.

"Guiyang attaches great importance to talent and we have also seen Guiyang's strong development prospects," said Chen Xuelian, a graduate of the School of Culture and Media at Xingyi Normal University for Nationalities.

"Building Talent and Strengthening the Provincial Capital" is a reflection of Guiyang's insistence on attracting and nurturing talent. Focusing on the needs of high-quality development, Guiyang focuses on key groups and advantageous resources, introduces outstanding professionals in all aspects and strives to increase the quality of talent. 

In terms of cultivating talent, Guian New Area introduced research institutions and recruited talent in such sectors as new energy, new materials, aerospace, big data and intelligent manufacturing in 2022. The area enhanced cooperation with higher education institutes such as Duke University in the United States and sent talent abroad to learn about electronic information, industrial development, urban planning and international trade in the US.

Integration of industries and talent

On Chuangbei Road in the Guiyang National High-tech Industrial Development Zone, an unmanned vehicle is undergoing road tests and debugging. The unmanned minibus was developed by FlexBot, a self-driving technology startup in Guiyang.

In recent years, the company has continued to innovate and develop under the action plan of "strengthening the provincial capital". It has gained orders from within China and abroad and attracted many talented people.

An executive at FlexBot said: "At present, with the support of relevant departments in Guiyang, we have formed an international team of nearly 200 people from seven countries around the world. The company has created a variety of products such as unmanned minibuses and unmanned sweepers."
