The ever-changing industrial parks and booming industries in Guiyang create a good situation where industrial development and talent training resonate at the same frequency. Last year, Guiyang put forward six technology lists related to the phosphorus chemical industry, red mud utilization, low-speed unmanned driving and fuel cell cogeneration.
Focusing on the "1+7+1" key industries and rural vitalization, Guiyang has formulated special talent development plans such as the "Guiyang Guian Big Data Talent Development Action Plan" and "Guiyang Guian 14th Five-Year Plan (2021-25) for Agricultural and Rural Talent Development Plan". The city has attracted 21,700 talents in the manufacturing industry, 20,300 talents in the big data industry and 13,000 rural talents.
Guiyang has built many national and provincial innovation platforms including the Ma Kejian Academician Workstation of the Sinohydro Bureau 9 Co under POWERCHINA, the Wujiang laboratory, Guiyang RedMud comprehensive utilization research institute, and Guiyang Medical Devices and Biomaterials Industry Technology Innovation Center.
Guizhou Yibai Pharmaceutical Co Ltd and Guizhou Aviation Technical Development Co Ltd were listed as National demonstration enterprises in technological innovation. The "Guizhou Provincial New Energy Material Innovation Center" led by Guizhou Phosphate New Energy Technology Co became the first provincial manufacturing innovation center in the province.
Guiyang will build four post-doctoral scientific research workstations and 13 municipal-level technology business incubators in the near future.
Improving services
"The development prospects of a city, career planning and basic necessities of life are key factors for us to consider when choosing a city to live and work in," said Wang Cheng, a tenant of Sweet Town, a youth talent apartment in Guiyang.
"Guiyang's talent services and guarantees are very good, and there are many young people staying here, and they are very passionate," he said.
To retain talent, Guiyang has made every effort to build talent apartments and a housing security system that combines rewards and gifts, free occupancy, rental and sales.
In the past year, focusing on the optimization and implementation of the talent policy, the city has cashed in 11.24 million yuan ($1.66 million) in support funds such as talent salary subsidies and settlement allowances, 104 million yuan in policy subsidies for employment and entrepreneurship for college graduates and 7.63 million yuan in guarantee loans for college graduates.
In terms of improving the working mechanism, the city's talent service commissioners helped enterprises coordinate and build 284 platforms, and provided services for key enterprises and talent. Guiyang will do a good job in the implementation of the "Talent Card" and "Green Card for Talent Service". It has handled more than 3,600 types of affairs concerning 3,000 talents and 1,262 cases of enrollment for children of talent.
