Guiyang's talent case, "Building a Talent Hub to Drive High-Quality Development," was highlighted at the Chongqing Summit on High-Quality Talent Development in the New Era of Western Development on Nov 23.
During the summit, Guiyang Talent Group signed a cooperation agreement with top human resource service institutions from 11 provinces and regions in western China.
Guiyang city and Gui'an New Area have prioritized talent as a key resource by implementing a talent-driven city strategy. Through initiatives such as the "Zhucai" talent brand, comprehensive talent programs, and policy optimization, the city has seen its talent pool grow to 1.52 million.

Guiyang's innovation capacity now ranks 27th among 101 innovative cities in China. Since 2021, 43,430 college and university graduates have secured high-quality jobs in Guiyang and Gui'an, contributing to Guiyang's recognition as a national youth development pilot city.
In the past three years, Guiyang and Gui'an have added 6.73 million professionals in manufacturing, 6.31 million in big data, and 3.72 million in rural talent.
Over 2,200 educational leaders, 9,500 researchers, and 900 healthcare specialists have been cultivated. The Guiyang National Human Resources Service Park has attracted 98 institutions, generating a cumulative revenue of 11.98 billion yuan ($1.65 billion).
Guiyang and Gui'an also invest over 5 billion yuan annually to support talent and innovation, offering subsidies for new hires and housing and flexible recruitment. Enhanced public services in education, healthcare, and housing attracted 182,500 new residents in 2023, making Guiyang and Gui'an top destinations for talent in China.
