Gui'an New Area in Southwest China's Guizhou province has recently issued the Policies and Measures to Accelerate Talent Gathering for High-Quality Development.
The measures focus on eight areas – attracting top-tier talent, enhancing training, incentivizing industry professionals, supporting flexible recruitment, providing housing and financial aid, and optimizing services.

Customized support will be provided for leading talent, including research funding, team assistance, and living guarantees. Major innovation and core technology projects led by such talent will be eligible to receive one-on-one services. Companies are encouraged to recruit international talent, with eligible individuals to receive help in applying for the "Zhucai Card".
Talent training programs that are aligned with Gui'an's strategic industries are eligible to receive subsidized skill development.
To reward industry professionals, the policy outlines annual incentives of up to 2 million yuan ($273,995.6) for high-demand positions and recognizes significant achievements with development awards of up to 1 million yuan.
Flexible recruitment will be encouraged, allowing researchers to contribute part-time to enterprises and rural vitalization efforts, with performance-based rewards.
Housing guarantees include rent-free options for recent graduates and monthly subsidies for qualified talent. Financial support extends to startups, with preferential loans and investment assistance on offer.
With streamlined processes and comprehensive support, Gui'an is shaping a welcoming environment for talent-driven growth and innovation.
