Guiyang and Gui'an upgrade talent policy system

In the first half of 2025, Guiyang City and Gui'an New Area disbursed over 31.5 million yuan ($4.39 million) in talent-related subsidies, benefiting 3,159 enterprises and 4,556 individuals. These figures represent 78 percent, 116 percent, and 92 percent of last year's totals, respectively, with significantly faster processing.

Driven by concrete and targeted incentives, Guiyang and Gui'an have continued to attract and retain high-quality talent. For the past three years, the two regions have added over 110,000 new talents annually, reinforcing their foundation for high-quality development.

Policy measures have been continuously refined to ensure precision and adaptability. In July 2024, Guiyang and Gui'an introduced 23 new measures covering residence permits, housing, job opportunities, and financial support. Subsequent upgrades in September expanded benefits, such as increased subsidies for flexible talent recruitment, monthly housing allowances, and transportation discounts for mid-tier professionals.

A new internship subsidy for university students in key industries – ranging from 50 yuan to 100 yuan per day – has already benefited 47 interns from 12 companies, with nearly 100,000 yuan disbursed. Meanwhile, expanded travel reimbursements to include visiting family members have enhanced the sense of belonging among talent, with 159 individuals receiving over 370,000 yuan in related allowances.

March saw the enhancement of home-buying subsidies. Eligibility now includes full-time university graduates under 35 years old working in key industries, in addition to existing policy cardholders. The policy framework also now supports returning professionals and those recruited via "talent enclaves" outside Guiyang and Gui’an, regardless of local social insurance contributions.

To boost speed and user experience, approval processes for high-frequency applications have been streamlined – from eight steps to four – cutting review cycles to under 15 days. Talent funding disbursements are now centrally managed by the Guiyang Talent Service Center, significantly improving payout efficiency.

Digital tools further enhance service delivery. Since 2021, the online "One-Stop Talent Service Platform" has enabled full digital handling of applications, verifications, and disbursements. In September 2024, a platform upgrade introduced new functions, including subsidy calculators and real-time policy guidance.

"Our goal is to make rapid policy delivery the norm," said Chen Rui, director of Guiyang's Talent Service Center. "By combining timely fund pre-allocations, intelligent coordination, and digital integration, we aim to build Guiyang and Gui'an into top-tier destinations for talent nationwide."
