Guiyang tightens quality control in vocational skills certification system

Guiyang employment center has continued to improve vocational skill level assessment services in recent years, providing a steady stream of skilled talent to support industrial development.

Since 2024, the center has assessed more than 114,200 individuals in occupations such as AI trainers, drone operators, and baristas. Among them, over 61,800 candidates have obtained senior worker qualifications or above.

To ensure the quality and credibility of assessments, the center has implemented a rigorous review process for certification eligibility, introducing an innovative three-tier verification mechanism that combines self-inspection by assessment institutions, cross-checking among institutions, and random inspections by regulators.

During examinations, the center has verified whether testing venues, equipment, and practical operation stations meet required standards. Candidates are also subject to a three-step identity verification process involving ID cards, admission tickets, and facial recognition technology.

To strengthen oversight, regulatory authorities conduct random on-site inspections throughout the assessment process, while external quality supervisors provide independent monitoring. Since the beginning of this year, Guiyang has deployed 123 external quality supervisors to oversee examinations and evaluations.

The city has also established a closed-loop management system covering the disclosure of results, verification, and certificate issuance. Assessment institutions are required to promptly publish examination results for public review, ensuring transparency and accountability throughout the certification process.
